Europe’s and Ukraine’s Experimental Fast-Track for Ballistic Missile Defense

Ukraine is proving it can rally the European defense cooperation that Europe alone cannot muster

Fire Point, the Ukrainian drone and missile manufacturer best known for its long-range Flamingo cruise missile, has confirmed agreements with roughly thirteen European defense companies — a number it expects to grow to around twenty — to supply radars, guidance systems, seekers, and command-and-control infrastructure for a new ballistic missile defense system built around its FP7.X interceptor. Named partners include Italy’s Leonardo, France’s Thales, Sweden’s Saab, the French-Italian joint venture Eurosam, and Germany’s Diehl Defence, which is reportedly in talks to contribute seeker technology from its IRIS-T program. Fire Point CEO Iryna Terekh has described the current phase — assembling and integrating all these components into a single working system — as the most intense and complicated stage of the project so far.

The numbers behind the program are what make it worth a defense executive’s attention. Fire Point is targeting a first successful interception by mid-2027, has already run at least five interceptor tests, and is aiming for a unit cost under $1.2 million per interceptor — roughly a quarter to a sixth the cost of a U.S. Patriot PAC-3 interceptor. Terekh has put the ambition bluntly: the company is trying to compress a development cycle that normally takes twenty to thirty years into a matter of two or three. President Volodymyr Zelenskyy has gone further, floating the system as a potential building block for a broader European air-defense architecture, not just a Ukrainian battlefield solution.

Why this is happening now

The urgency is not abstract. Ukraine remains heavily dependent on U.S.-supplied Patriot batteries to intercept Russian ballistic missiles, at precisely the moment global interceptor stockpiles are stretched thin by simultaneous demand from the war in Ukraine and recent U.S. operations against Iran. Russia, meanwhile, has significantly ramped up ballistic missile production over the past year, meaning Kyiv’s air-defense math keeps getting worse even as its access to American-made interceptors becomes less certain. Fire Point’s project is, in effect, an attempt to build a second, cheaper, domestically controllable supply of interceptors before that gap becomes unmanageable — the same cost-and-supply logic driving Lockheed’s new low-cost PAC-3 ACE interceptor and the U.S. Navy’s CHAOS cruise-missile program, but pursued from the demand side by the country actually under bombardment.

Fire Point isn’t operating in isolation

The Fire Point program is the sharpest, most compressed example of a pattern playing out across Europe right now: a rush to build layered, ballistic-capable air defense faster than the traditional acquisition cycle allows, using whatever combination of domestic, allied, and imported technology gets a working system fielded soonest. The European Sky Shield Initiative (ESSI), the continent’s main coordinated effort, already links Germany, Poland, Czechia, Slovenia, the Netherlands, and Romania around a layered architecture combining Patriot for long-range coverage, IRIS-T for medium range, and shorter-range systems for point defense, with more countries expressing interest in joining. Germany has separately begun receiving components of the Israeli-developed Arrow-3 exo-atmospheric interceptor, and Greece approved a roughly €3.5–4.3 billion air-defense package this summer built substantially around Israeli Rafael and IAI systems — both signs that European buyers are willing to look outside NATO’s traditional American and European primes when speed and combat pedigree matter more than provenance.

The advantages for Europe

The case for this accelerated, multi-track approach is straightforward. Cost is the clearest win: interceptors priced at a fraction of Patriot’s cost mean any given air-defense budget buys several times the magazine depth, which matters enormously against an adversary firing large volumes of cheap ballistic and cruise weapons rather than a handful of exquisite ones. Speed matters just as much — a two-to-three-year development cycle, even an imperfect one, gets real capability into the field years before a conventional program would, at a moment when the threat is not waiting. There’s also a strategic-autonomy argument that has gained real weight in European capitals since the second Trump administration took a harder line on the terms of U.S. military support: a Europe that manufactures its own interceptors, even ones built from a patchwork of national suppliers, is a Europe less exposed to a future U.S. decision to prioritize its own stockpiles or attach new conditions to arms transfers. And because Fire Point’s system is genuinely combat-tested — built and iterated inside an active war rather than in a peacetime test range — it carries a credibility advantage that purely domestic European programs, developed without that battlefield feedback loop, simply can’t match yet.

The disadvantages Europe can’t ignore

The risks are just as real. Compressing a twenty-to-thirty-year development cycle into two years inevitably means less rigorous testing, and a ballistic interceptor that fails in the field rather than in a controlled test carries consequences a peacetime program is built specifically to avoid. Integration risk compounds this: a system stitched together from more than a dozen national suppliers’ radars, seekers, and guidance software is inherently harder to certify, harder to maintain, and harder to scale into mass production than a single-vendor system, even if each individual component is proven on its own. Fragmentation is the deeper, longer-term problem. ESSI itself illustrates it — France has notably stayed outside the initiative, preferring to back the domestically-rooted SAMP/T system over what it sees as a German-led framework built around imported and American technology, and analysts tracking the program have flagged that its success depends on aligning national procurement schedules and ensuring every participant carries a fair share of the cost, neither of which is guaranteed. A continent building three or four parallel, only partially interoperable air-defense ecosystems — ESSI, Arrow-3, Fire Point’s system, national programs like Greece’s — risks recreating exactly the patchwork problem NATO’s own new counter-drone initiative was explicitly designed to avoid on the drone side. And funding remains contingent on a wartime sense of urgency in Ukraine’s case, and on sustained political will across multiple governments in Europe’s case; neither is guaranteed to hold at current intensity for the two-to-three-year timelines these programs are promising.

What it means for the industry

For executives across the missile-defense supply chain, the Fire Point program is worth watching less as a single Ukrainian project and more as a live pilot for how Europe might actually rearm at the speed the current threat environment demands: fast, multinational, cost-driven, and willing to blend Ukrainian battlefield iteration with established European and Israeli subsystems rather than waiting for a single clean domestic program to mature. If Fire Point hits its mid-2027 target, expect European governments to study its integration model closely, and expect competitive pressure on established Western missile-defense primes to accelerate their own low-cost interceptor timelines even further than they already have this year.
