Defence Equipment and Support (DE&S), a trading entity of the Ministry of Defence, has a potential new requirement for a Flexible Tactical Uncrewed Air System capable of delivering high quality Information, Surveillance and Reconnaissance (ISR) from a ship. This procurement has been classified as an Urgent Capability Requirement (UCR), with a target equipment delivery date during 2022.
The Authority previously competed a similar requirement, advertised in February 2020 (OJEU Reference 2020/S 042-100644), for a Contractor Owned Contractor Operated (COCO) service provision. That competition did not result in a successful contract award and as a result, we are considering a revised requirement and procurement strategy, to include a Military Owned Military Operated (MOMO) arrangement, whereby the capability and support are purchased from the Contractor, and consequently operated by the Authority.
The Remotely Piloted Air Systems (RPAS) Delivery Team intend to conduct a Pre-Market Engagement (PME) exercise to inform the proposed requirement and procurement strategy. It is envisaged the PME will encourage dialogue with Industry to help establish a viable Invitation to Negotiate (ITN) that Industry partners will be willing and able to support to help deliver this Navy Command Urgent Capability Requirement.
